Work begins on GO Bonds projects

Phase 1 work is underway on some of the larger projects to be funded by a General Obligation Bond Hollywood voters passed in 2019.

Phase 1 of $70 million dollars was issued in September 2019, and will fund the majority of the GO Bond projects. The Phase 2 issuance of the remaining $90 million dollars is planned for 2021 and will fund construction of the new Police Headquarters and the Orangebrook Golf and Country Club Revitalization project. The total GO Bonds are for $165 million, according to the city’s Open Government online portal.

The GO Bonds will cover city-wide improvements in three categories:

  1. public safety facilities, technology and equipment for $78 million;
  2. parks, open spaces, recreational and cultural facilities for $64 million;
  3. and neighborhood improvements, infrastructure and resiliency for $23 million.

New Police Headquarters

The largest work involves the construction of a new police headquarters at 3250 Hollywood Boulevard estimated at 120,000 square feet — including a 450 space parking garage.

In early December, the Commission agreed to a resolution to approve a proposal from McClaren Wilson and Lawrie, Inc. to provide architectural/engineering and design services for programming, design development, construction documents, and construction phases of the police headquarters project in an amount not to exceed $274,035.

Kickoff meetings with consultants and stakeholders are scheduled for mid-January 2020. The cost of the headquarters is expected to be about $72,551,950.

Sunset Golf Course Park and Nature Preserve Conversion

This project involves the purchase of the privately-owned approximately 45-acre former Sunset Golf Course site for a nature preserve, and new passive public park space for a nature trail, landscaping, and fencing.

The City has been in discussions with the owner of the property in an effort to come to a purchase agreement. At the end of August, the City through its real estate consulting firm Coldwell Banker Richard Ellis, CBRE, had an appraisal on the site completed.

Since that time, the owner of the property has undertaken an approved Soil Management Pilot Test Plan Study as part of a required Environmental Assessment and Remediation program through Broward County.

The owner had a new appraisal of the property completed in October. Negotiations between the City and the property owner are continuing.

The cost estimated to complete this project is around $12 million.

Hollywood Beach Golf Course Clubhouse/Community Center and Perimeter Park

The Hollywood Beach Golf Course project is set for a total amount of $12,798,726. It involves a new clubhouse/community center, which will include a:

  1. pro shop,
  2. dining area,
  3. meeting space,
  4. cart barn,
  5. staging area,
  6. signage and parking,
  7. renovation of 18 holes with realignment for relocated clubhouse,
  8. new irrigation,
  9. cart paths,
  10. landscaping and course restrooms.

The Commission has authorized city leaders to execute an agreement with McCumber Golf to provide architectural and design services. Negotiations are underway with this consultant and a consultant design contract award is anticipated in early 2020.

Tidal flooding, mitigation and sea walls

The flood mitigation and see wall resiliancy improvement project is estimated to cost $14,091,065, and will take place over two phases.

Phase I of Tidal Flooding mitigation includes construction of new public sea walls and installation of rip rap where no current shoreline protection exists.

Request for qualifications for selection of design consultant was advertised on November 5. Responses from consultants were due on December 10, 2019.

Phase II of Tidal Flooding Mitigation with reconstructing of existing public sea walls and rip rap to new 5′ NGVD recommendation (additional funding to cover complete project costs to be sought from the 1% local option surtax).

Orangebrook Golf & Country Club Revitalization

There will be a new 15,000 square foot multi-use clubhouse, ADA accessible nature preserve path within a course designed with wildlife habitat for walking, jogging, biking, improved course drainage, and water retention capacity.

There will be renovation of 36 holes of golf to include an 18 championship course and an 18 hole Par 3 course. It includes the enhancement of the putting/chipping area and driving range, new 10,000 square foot cart barn, new 12,000 square foot maintenance building, course restrooms and starter shack, new cart paths, illumination for 9 holes for evening play, a parking lot and entrance signs.

Work is in the planning stage and is anticipated to cost $24,789,613. 

New Equipment for Fire Department

Work will involve the replacement of four ALS Rescue Units, two engines, one Hazmat truck, one battalion command vehicle, and an aerial platform vehicle. The City finalized the design phase and submitted the first order for two engines and two rescue units.

Purchases of the vehicles will be staggered to avoid replacements due at the same time. On August 28, the Commission approved the issuance of purchase orders to Ten-8 Fire Equipment and Rev Technical Center for the purchase of two Pierce Fire Trucks and two fire rescue transport vehicles. Delivery is expected in one year.

On October 16, the Commission approved the purchase of the $1.3 million 100 foot aerial platform. On November 14, a Purchase Order was issued for the purchase of the 100 foot platform.  The projected cost for the new equipment is $5,103,937.

There are many other GO Bonds projects currently under development. The GO Bond will be a 25 year bond that would be repaid through an additional percentage on your property tax bill. General Obligation Bonds require voter approval. All the money will be spend right here in Hollywood.
